ICTs and women’s socio-economic empowerment for improved service delivery
The project will promote inclusive citizen-participation to uphold development agenda aligned to the SDGs: Poverty eradication; Human rights; Promoting equality; and Sustained and inclusive economic growth. The project enhances strengths, opportunities, limitations and lessons learnt from the previous WOUGNET ICT-governance and accountability projects, particularly the Spider-supported projects in Northern (2011-2013) and Eastern Uganda (2013-2014).
Challenges to address
Institutional inconsistencies characterised by limited inclusive citizen-participation, unchecked bureaucratic and corruption tendencies and information gaps has resulted to inappropriate implementation of National plans and poor service delivery. The Uganda National Planning Authority emanates with poor planning because of limited citizenry participation at grassroots; indicating inappropriate application of the decentralised system of governance pursued in Uganda.
Activities
The project will promote accountability and transparency for improved service delivery and democratic governance through the effective and efficient use of appropriate ICT.
The project will make use of appropriate ICT to enhance communication between citizens and decision-makers in order to enhance transparency and accountability, highlight evidence for need for improved service delivery, and encourage the improved responsiveness by duty-bearers. The project will specifically instigate women socio-economic empowerment strategies to improve women’s participation in advocacy and democratic governance.
Women of Uganda Network (WOUGNET)
Women of Uganda Network (WOUGNET) is a non-governmental organisation initiated in May 2000 by several women’s organisations in Uganda to develop the use of information and communication technologies (ICTs) among women as tools to share information and collectively address key national and international development issues.
