Using Open Data to Support Budget Transparency at District Level
The project will make information and data on district funds and budget planning available and accessible to the community.
Challenges to address
The implementation of the project will improve budget transparency and openness at district level. Providing public access to budget information will also improve good governance by increasing citizens and civil society groups’ knowledge of the government management of resources that will enable them to participate in budget planning and decision making.
Activities
During the project implementation ODC and its partner Star Kampuchea will carry out the activities below:
- Community network groups and CSOs will track the district funds from the allocation of the national budget and its own-produced revenues;
- Verify investment and development plan do really respond to the real need of the community people;
- Check on transparency and accountability of the budget spending in the local administration to improve good governance and effectiveness of the public service delivery
- Publish project maps on ODC’s map explorer, and on the “citizen budget” profile page.
- A website for each district (Malai and Ou Chrov districts, Banteay Meanchey province) and also create an official Facebook page of the districts to disseminate the budget information.
- The hardcopy of the district budget will be digitised
- Community accountability facilitators and district administrator will be trained and supported in their different roles.
- Laws and regulations will be collected and analysed.
- District budget and budget investment in infrastructure will be mapped.
- Two project launches will be conducted
Open Development Cambodia, ODC, is an NGO based in Phnom Penh that was formed to maintain the online platform Open Development Cambodia, which was created in 2013 by East West Management Institute with support from SPIDER.
ODC promotes and builds capacity in open data and develops and maintains the online platform to make information available for an open and transparent society.
Star Kampuchea is a non-profit and non-partisan organization that focuses on educating and empowering people to advocate for good governance and sustainable natural resource management.
